Documentation: restore participating.html anchors
This page used to be at <https://spectrum-os.org/participating.html>, which now redirects here. Let's keep the original anchors working. To have anchors for each mailing list, they have to be their own section. This probably makes more sense than a table anyway, and will render better on narrow viewports.
