libgit2 has bundled pcre (not pcre2) in
https://github.com/libgit2/libgit2/pull/4935
Before this change configure printed "regex, using bundled PCRE",
after this change it prints "regex, using system PCRE".

This reverts commit cc506381761d84bd0047cabba7151ad516fa8a32 because
it breaks cargo (again, see fca4fbeba957ec6bc72c98c019bbc5f01712d15b):
$ cargo build

Don't know that there's a reason to keep the patch level
fixed at 0, optimistically bumping to latest (6).

When used by cargo, `libgit2` crashes with a Segmentation Fault on
Darwin. This crash is somehow connected to the `Security.framework`
native to Darwin, and while being easy to reproduce, is very hard to
track down.
This commit introduces a patch to `libgit2` which disables the
troublesome transport and instead depends on `libcurl`. The patch also
adds support for `SSL_CERT_FILE` to `libgit2`.
Upstream tracking issue is
https://github.com/libgit2/libgit2/issues/3885.

In line with the Nixpkgs manual.
A mechanical change, done with this command:
find pkgs -name "*.nix" | \
while read f; do \
sed -e 's/description\s*=\s*"\([a-z]\)/description = "\u\1/' -i "$f"; \
done
I manually skipped some:
* Descriptions starting with an abbreviation, a user name or package name
* Frequently generated expressions (haskell-packages.nix)

Beware that stdenv doesn't build. It seems something more will be needed
than just resolution of merge conflicts.

Along with PR #13879, these patches let julia build and run on
darwin. Using an llvm with shared library support is an idea adopted from
a @pikajude comment here https://github.com/NixOS/nixpkgs/issues/10864
The libgit2 change is mechanical to pull in iconv on darwin.
The frameworks are referenced by julia's build system.
