* torcs: anonscm.debian.org has moved
the patch links returned a HTTP error 401 as
anonscm.debian.org moved to a gitlab at salsa.debian.org
I used the non access required download link generated by the new instance
As @worldofpeace suggested in #58978 I used the last commit involving the files.

This change also wraps `torcs` with `mesa` to fix the runtime
crush due to this dependancy which was missing.

The following parameters are now available:
* hardeningDisable
To disable specific hardening flags
* hardeningEnable
To enable specific hardening flags
Only the cc-wrapper supports this right now, but these may be reused by
other wrappers, builders or setup hooks.
cc-wrapper supports the following flags:
* fortify
* stackprotector
* pie (disabled by default)
* pic
* strictoverflow
* format
* relro
* bindnow

E.g. urbanterror takes up 2x720 MiB.

Likewise for propagatedBuildNativeInputs, etc. "buildNativeInputs"
sounds like an imperative rather than a noun phrase.
