In a few cases it wasn't clear so I left them as-is.
While visiting these moved other things to nativeBuildInputs
when it was clear they were one of these cases:
* makeWrapper
* archive utilities (in order to unpack src)
* a few of these might no longer be needed but leaving for another day

The former is still respected as a fallback for config.nix for
backwards compatibility (but not for overlays because they're a new
feature).

In line with the Nixpkgs manual.
A mechanical change, done with this command:
find pkgs -name "*.nix" | \
while read f; do \
sed -e 's/description\s*=\s*"\([a-z]\)/description = "\u\1/' -i "$f"; \
done
I manually skipped some:
* Descriptions starting with an abbreviation, a user name or package name
* Frequently generated expressions (haskell-packages.nix)

Hopefully... there are way too many similar references everywhere.

This seems to have been confusing people, using both xlibs and xorg, etc.
- Avoided renaming local (and different) xlibs binding in gcc*.
- Fixed cases where both xorg and xlibs were used.
Hopefully everything still works as before.

Conflicts (relatively simple):
pkgs/applications/audio/spotify/default.nix
pkgs/build-support/cc-wrapper/default.nix
pkgs/development/compilers/cryptol/1.8.x.nix

This is done for the sake of Yosemite, which does not have gcc, and yet
this change is also compatible with Linux.
