Fixes the broken build. I chose to go directly to 4.0 beta because
stable is pretty old, and because 4.0 has python3 support.

pypandoc is broken (it does not work properly with pandoc 2), so we
remove the dependency as it was only used for generating PyPI docs.
The patch will be included upstream in the next version, so it should
be removed next time this package is updated.

There aren't any tests to run, and now the package fails to build
because of a crash while looking if there are any tests.
