continuation of #109595
pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.

It's sad, but he's been inactive for the last five years.
Keeping such people in meta.maintainers is counter-productive.

I found no reason for the dependency at all, and it was even propagated.
Neither Debian nor Arch have any kind of it.

Likewise for propagatedBuildNativeInputs, etc. "buildNativeInputs"
sounds like an imperative rather than a noun phrase.
